A statement released by Presidential Peace Adviser (PPA) on the Peace Process Jesus Jess Dureza on Sunday was greeted by confused reactions. This statement was about the previous attacks allegedly performed by CPP/NPA/NDF forces towards Mindanao.

The statement itself is a mix of minor details about what happened as well as some personal insights of the Presidential Peace adviser, he was wary of the measures that the communist forces used in Mindanao.

“There are several recent serious offensives in Mindanao and elsewhere in the country allegedly done by CPP/NPA/NDF forces that fuel the public’s doubt on whether it is still worthwhile to continue the peace negotiations with them”


The Presidential Peace adviser also emphasized that there was a “blatant violation” of the treaty that was signed by the mentioned communist forces. These treaties are violated when he exposed that the targets of the attacks are not solely the government officials, but unfortunately, also the civilians and innocent citizens as well.

“Targets of the intensified NPA offensives were not only government forces but innocent civilians and private properties. This is a blatant violation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHR-IHL), which the CPP/NPA/NDF signed and committed to uphold and respect.”

He also claims that the attacks are largely explicit and not conducive to the ongoing peace talks that is being made by the government with that communist forces.

“Overall, this disrupts the conducive and enabling environment in peace making and peace building”

In conclusion, Dureza stated that “corresponding” and “appropriate” measures will surely be undertaken once the government obtains a concrete basis that will convict these communist forces guilty of masterminding such attacks and endangering the Filipino citizens whether intentionally or not.

“We are now awaiting further validation of these recent incidents and will continue to assess and observe the unfolding events. Then we will undertake the corresponding and appropriate steps to deal decisively with the situation.”
