The construction of P92-Billion Tutuban, Manila to Malolos, Bulacan phase of the North–South Commuter Railway Project of Duterte administration to start by the 4th quarter of this year, Department of Transportation (DOTr) Spokesperson Cherie Mercado told ABS-CBN News Channel (ANC).
The 38-kilometer Tutuban to Malolos
Railway Project is part of President Rodrigo Duterte’s P8-trillion plan to
modernize the country’s creaking infrastructure network that has held back
growth and choked traffic.
The funding of the said project –
which will be composed of construction of 37 kilometers of new elevated
commuter railway from Tutuban, Manila to Malolos, Bulacan; procurement of
rolling stock; and installation of electro-mechanical systems – will be funded
through Official Development Assistance (ODA) by Japan International
Cooperation Agency (JICA).
“Special Terms for Economic Partnership
(STEP) will be applied to this project, and it is expected that Japanese
technology such as construction techniques for elevated railways, efficient
signal systems and rolling stock will be utilized,” JICA said.
In August 11, 2016, President
Duterte met Japan Minister of Foreign Affairs Fumio Kishida at the Presidential
Guest House in Panacan, Davao City. President Duterte and Japan Minister
Kishida discussed the said project.
Furthermore, Japan is also helping
in the feasibility study of a 55-kilometer railway line from Malolos to Clark
in Pampanga, and offered to build the first 100-kilometers of the
2,000-kilometers Mindanao railway system.
